I’m a malaysian citizen, but im living in the UK under a permanant resident visa. Do i need a visa to visit slovenia?

As a PR i think you are entitled to move across the EU freely.

No, you don’t; however it is not the U.K. permanent resident visa which grants you the visa free travel but your Malaysian passport which exempts from holding a visa for short visits to the entire Schengen zone to include Slovenia for up to 90 days
